1. Workers are eligible to apply if encountered employer company closure, business liquidation or declared bankruptcy with unpaid wages, retirement pension pay as to Labor Standards Act, severance pay or severance as to Labor Pension Act, and debts remained after payment request. 
※But if the employer's company is merely in a state of temporary shutdown with the possibility of resuming operations which is different from company closure, liquidation, or bankruptcy; then workers cannot apply for wage arrears compensation.
  
2. Employers has settled wage arrears to the payment fund. Workers can also apply for wage arrears compensation fund, even if employer initially owed salary yet eventually paid.
