About DHSC

The Ministry of Labor established "Direct Hiring Service Center” on December 31st , 2007 (hereinafter referred to as “DHSC”), aiming to provide multiple channels for employers hiring foreign workers and to reduce workers’ financial burden when coming to work in Taiwan. Our objective is having the main concept of simplifying service procedures and narrow down to only one main single contact, that is assisting employers to hire foreign workers by their own. DHSC has served more than 180,000 employers since its inception, and did earn praise and trust all through these years.

Direct Hiring Program was carried out in a scheduled roll-out phases, like on 2008, priority was firstly given to employers for re-hiring their former domestic caretakers for 2nd term contract renewal. More job categories were opened in 2009 wherein manufacturing, marine fishing, construction, institutional caretaking, and domestic helping job were included. Then following the amendment of Article no. 52 in Employment Service Act on November 2016, foreign workers do not have to leave Taiwan after finishing 3 years contract, so DHSC started processing documents for contract renewal of re-hiring, finished contract and related matters. Services further extend to handling employment transfer cases for employers hiring foreign workers already in Taiwan in 2009, and more diverse application services added when wider range industries opened in 2021 for outreach agricultural work, forestry/animal husbandry or fishery, butchery and outreach manufacturing work.

Moreover, in response to the trend of International Corporate Social Responsibility in recent years, wherein “zero pay” reformation was strongly reinforced by international brands, the Ministry of Labor cooperated with the Philippines and jointly launched the "Special Hiring Program" service on 2015; successively brought forth to work with Thailand, Vietnam on 2016, and finally Indonesia on July of 2019. This proposal provided manufacturing employers with customized services, that is offering a list of worker resumes following their actual hiring demands, assisting them in selection of foreign workers, and processing of relative entry documents to Taiwan.

Application at DHSC is convenient, employers can submit mail application at post office if no time to apply on-site, or just apply online by getting access to DHSC official website(https://dhsc.wda.gov.tw), and view all related procedures. Consultation services are available in foreign languages. DHSC further optimized services, and after launching “Direct Hiring Assistant APP”, employers can simply make use of their own mobile phones now to check for application requirements and instructions.

In addition, we have also set up a toll-free consultation hotline (0800-665-800) to assist migrant workers in claiming various insurance benefits, especially for those who cannot speak Chinese. Consultation services are available in four country languages (English, Vietnamese, Indonesian, and Thai), and with the help of bilingual translators, three-party interpretation can be done so workers can smoothly complete the application. This hotline is actually schemed for inquiries and assistance to Non-Employment business items like Labor insurance benefit claim, Labor occupational accident insurance claim, subsidy or allowance, Business or commercial insurance claim, Legal aid assistance, Banking, opening bank account or foreign exchange information.
