The National Health Insurance Act stipulates that foreign nationals having resident documents in Taiwan (including those from Hong Kong, Macau and China) must be registered in the NHI program. This includes participation of those with specific employers starting from day of employment, and those with ARC and stayed in Taiwan for 6 months (like having 6 months continuous stay in Taiwan or have left the country once but not exceeding 30 days, and actual resident days reaching 6 months after deducting the days abroad). Starting on December 1st , 2017, newborns of foreign nationals in Taiwan with resident documents should be enrolled in the NHI program starting from their date of birth. While on February 8th , 2018, it was stipulated in the law that family members of employed foreign professionals shall also participate in the NHI program upon claiming their resident documents, and this includes their spouses, minors, children over age of 20, and dependent children with physical or mental disabilities.
1. Overseas Chinese Students (Hong Kong and Macau) and Foreign Students
(1) Students can apply for insurance thru their schools. While for circumstances like graduation, dropping out of the school or suspension of study, they can simply surrender insurance before going back to their countries.
(2) When students got extension of residency after graduation and before ARC expiration, they should continue insurance with this legitimate identity, if the residency period is legally approved by the National Immigration Agency, Ministry of the Interior.
2. Those who are employed by particular employers should enroll in the NHI program starting on the day of employment.
3. Unemployed family members of the hired foreign nationals can apply for NHI program as dependents (blood relatives like parents, spouses, or children) upon having 6 months stay in Taiwan.
4. While unemployed nationals with no hired family member or relatives to rely on, can apply for insurance at local government offices of their resident address upon having 6 months stay.
5. Company representatives or owners must apply for insurance after having 6 months of stay.
6. It was stated on Article no. 9, paragraph 3 of the NHI Act that starting December 1st , 2017: Newborns of the foreign nationals in Taiwan with resident documents should be enrolled in the NHI program starting from their date of birth.
7. In accordance to the implementation of「Act for the Recruitment and Employment of Foreign Professionals」effective on February 8th 2018, it was stated that family members or dependents of foreign professionals should also participate in the NHI program, upon having resident documents. This includes their spouses, minors, children over age of 20, and dependent children with physical or mental disabilities.
