Obtain Employment Qualification
Before submitting family caregiver application to the Ministry of Labor, employer should obtain employment qualifications from the adult long-term care center of city governments.
Those who first time hire foreign family caregivers:
Should obtain employment qualifications within 6 months before the foreigners are scheduled to be recruited.
Those who continue to hire foreign family caregivers:
Should obtain employment qualifications within 4 to 5 months before the expiration of the employment period.
Remarks: The long-term care center of each county and city government, hereinafter referred to as “Local LTCC”.
Step 1: Qualification of employer (applicant) and ward
Employer (Applicant) and ward should be one of the following relationships:
u Spouse
u Direct blood relative
u Third - Degree collateral blood relatives
u Stepparents, stepchildren, parents or stepparents of spouse, spouse of children or stepchildren.
u Grandparents and spouse of grandchildren, step grandparents and grandchildren, step grandparents and spouse of grandchildren
Ward who wants to hire a family caregiver should have one of the following conditions:
u Comply one of severely graded physical/ mental disorders:
The ward must comply with one of specific physical and mental disorders in the table below, or with the disability category identification criteria announced by the central competent authority.

◆ Meets professional evaluation issued by MOH-designated hospital
The ward shall have the professional assessment from the designated hospitals which provide evaluation for employers applying foreign family caregivers announced by Ministry of Health and Welfare. The evaluation results on the certificate of diagnosis meets one of the following assessment results:

◆ Ward who meets the following condition are exempt from medical evaluation (only applicable to rehire foreign worker)
Since March 5, 2015, those has been in compliance with the three categories as following can be exempted from professional evaluation and are eligible to apply for a family caregiver.

Ward is over 80 years old and under 85 years old and had professional evaluation and has been assessed to be heavily dependent or need a full-time care, or the ward is over 85 years old and has been assessed as mild, heavily dependent or need a full-time care by the medical institution can apply for re-recruitment of family caregivers. |
Second Category |
Ward had professional evaluation and has been assessed to need a full-time care and is dysfunctional from cerebral palsy, life impairment from spinal cord injury, amputation or other symptoms can apply for re-recruitment of a foreign family caregiver. |
Third Category |
Ward had professional medical evaluation and has been assessed to need a full-time care and cannot get out of bed certified by the medical institution, needs 24 hours use of respiratory machine or life-support equipment, and vegetative certification can apply for re-recruitment of a foreign family nursing worker. |
Step 2: Filling up [Application for Employment of Foreign Family Caregiver information] to Local LTCC.
Employer should confirm whether they are eligible to "Employer (Applicant) Qualification" and "Ward Qualification" and proceed with the following methods. If the employer has any questions, please contact LTCC.

◆Ward with physical and mental impairment handbook
Those who have a physical and mental impairment certificate for a specific severity item or above may apply directly without the hospital evaluation to the LTCC where the current resident of the ward.
◆Ward who meets professional assessment by the MOH-designated hospital
Ward who has professional assessment from the designated “evaluation hospital for applying the employment of foreign family caregiver” announced by Ministry of Health and Welfare. The diagnosis certificate issued by the designated hospital and the medical team determine that the ward require full-time care.
After being evaluated by the medical team, the designated hospital will give the original "Diagnosis Certificate Form for Disease & Disability" to the employer. Within 2 days, please mail the copy the "Application for Employment of Foreign family caregiver information" to LTCC at the county and city government where the ward lives.
Reminder: The validation of the medical evaluation period is 60 days within the evaluation date from the medical team. Please be sure to apply for a recruitment permit within the validity period to avoid reevaluation. However, if the ward meets the specific physical and mental impairment or is exempted from the professional evaluation from the medical institution according to the regulations, the employer shall submit application for the recruitment permit within 60 days after the completion of application by LTCC.
◆Ward who meet the re-recruitment exemption(Only applicable for continued employment contract for foreign workers):
Ward who meets the re-recruitment exemption qualification do not need to go through the professional evaluation. The employer can directly apply for local nursing worker recommendation from the long-term care management center.
Step 3: Local LTCC will forward cases to the MOL if native family caregivers are not available.
Local LTCC introduce native caregivers and provide measurement such as the applicant's Local LTCC resources and the incentives for hiring a native caregiver attendant. The purpose is to promote native caregiver industry, reduce the dependence of foreign family caregivers, and the development of our Long-term care system.
After confirming the receipt information, local LTCC will handle the above services in accordance with the regulations. If there is no local nursing worker available, the application (employer apply for foreign nursing job workers basic data) will be forwarded to Workforce Development Agency under the Ministry of Labor for review.
Step 4: Check the results of recruiting employees from LTCC
After the completion of the LTCC’s recommendation, the employer (applicant) or family members can initiatively inquire at the Ministry of Labor's Workforce Development Agency for a result of the application for 7th to 10th day, or visit the Ministry of Labor's Workforce Development Agency website, go to foreign labor application for progress inquiries. Step 5: Apply for recruitment permit through DHSC
