Confirm the employer (applicant) qualification

Qualification 1. Family members meet one of the following conditions:

(1)When applying for the initial recruitment: There are more than 3 children under the age of 3 years old.

(2)When applying for re-recruitment or undertaking foreigners: There are more than 3 children under the age of 6 with more than 3 births.

(3)Calculate household members according to the following table, and accumulate points with 16 points. Employers hire domestic helper is limited to one domestic helper for one household.

Remarks: The third cumulative point of the domestic helper is calculated by the employer's child under the age of 6 and the age of the relatives of the direct blood relative who are over 75 years old or first degree relative by marriage. But if they do not live in the same household registration with the employer, either have already applied for domestic helper or listed as a person applying for domestic helper their point should not be counted.



Qualification 2: Foreigners who come to Taiwan to invest or work to meet one of the following qualifications:

Meet the above-mentioned annual salary or current salary qualification, and the annual salary of NT$2 million or more or monthly salary of NT$150,000 or more, and hiring the same foreign domestic helper before entering the country. 


Registration for employement demand

(1)Before an employer is eligible to apply for employment of foreign workers, in accordance with Article 47 of the Employment Services Act, the employer employs foreigner to perform the work specified in Article 46, paragraphs 8 to 11, of the Employment Services Act, should first apply for recruitment under reasonable labor conditions [please apply for the registration of the country by the public employment service agency where the foreign labor workplace is located]. If the recruitment cannot meet the needs, to hire domestic helper, the employer is able to apply for the insufficient number of people. At the time of recruitment, all the contents of the recruitment shall be notified to the union or labor of the institution, and shall be announced at the place where the foreigner is scheduled to work.

(2)According to Article 12 of the “Regulations on the Permission and Administration of the Employment of Foreign Workers”, the employer should place advertisement on recruitment on the National Employment Information Network (https://www.taiwanjobs.gov.tw/) established by central competent authority according to Article 22 of the Employment Service Act on the next day of registration at the employment service agency with a reasonable labor condition, and recruit for local worker for at least 21 days from the next day of placing advertisement. However, employer who place advertisement on one of the local newspapers designated by the central competent authority for the third consecutive days should recruit at least 14 days after the next day of expiration of the publication.

(3)The advertisement content of the preceding paragraph shall include the type of job, the number of persons, the expertise or qualifications of the worker, the name of the employer, the salary, the working hours, the place of employment, the period of employment, the state of meal and the public employment service agency that accepts the registration. Name, address and phone number.

Application on certificate of employment demand

 (1)The employer shall, in accordance with the provisions of Article 14 of the “Regulations on the Permission and Administration of the employment of Foreign workers”, apply for the recruitment of domestic workers, and those who are under-recruited shall be within 15 days from the day after the expiration of the period specified in Article 12, paragraph 1, Attach a document to the recruitment of advertisements, list of local workers and documents prescribed by the central competent authority, and apply for a certificate of competency from a public employment service agency that originally accepted the application for registration.

Having examined and approved that an employer has fully complied with Article 12 and 13 regarding the recruitment, the Public Employment Service Institution shall issue a certificate for employment demands indicating the insufficiency of the required number of workers after domestic recruitment

(2)To obtain a certificate of employment demand from a public employment service agency (the effective period is 60 days from the date of issuance of the certificate of certification).
